Clearly state the business requirements, the project objectives,and a project timeline. State how these constraints affect yourproject.
In an outline format, list the most important technical,management, budgetary, and contract requirements on which you willscore the different vendors, once the testing is complete. You mayassign a weighting to each item to reflect its overallimportance.
Come up with a proposal, and review the results to ensure itmeets everyone’s expectations. You are not given all theinformation to answer these questions. Therefore, you will need tomake reasonable assumptions about the company, stakeholders, andmanagement and state them, where appropriate.
